Maybe there weren't many tourist there now, in September/October. Try visiting Croatia during the summer. Tourist are walking over each other on the beaches and streets. It's not much better if you are a nautical tourist. No place to dock or even anchor a boat. So, not much different than Greece, the season just ends sooner.
