Hey Microsoft - would you please get the .NET Framework to the desktop?

This is a posting at Paresh Suthar's weblog.  I have reposted Paresh's rant here (for those, who like me, are lazy, procastinate and love donuts that make the mouse and keyboard sticky beyond use at times) -

So Microsoft creates this great technology and then comes up short on how to get it deployed to the desktop.  Yeah, I know that you can optionally install it with things like OS service packs - but I am looking for a mandatory update. Developers can't continue to be relied up to find new and innovative ways to ship the .NET framework.  This especially impacts a developer if the software being created is meant to be downloaded from the web - gee, thanks for the additional 23 Megs!
 
I am stumped as to why Microsoft hasn't made it a mandatory part of an XP/Office service pack.  I am really stumped as to how Microsoft expects end users to get the .NET framework given that the company is creating software applications that require it (e.g. InfoPath SP1).
 
At the very least, Microsoft could provide a stable URL for downloading it!
